Elevator down

I am waiting for a cab as this is a holiday and have to order ahead if I want the shuttle out of my regular schedule.

One elevator is down  again.  When we have only one running with wheelchairs and walkers there is a glut of people waiting for this one 4x5 foot elevator.  I took a walk from the second floor out the door to the alley then over to the street and down to St Helens and back to the lobby on the first floor.  I was expecting to get the elevator up and wait for the cab to go see Kay while working off some blood sugar.  When the elevator got there it was already full from people who got in it when it was coming down.  This is a regular practice.  However in the crowd of 5 people two were healthy maintenance guys who work here. Lots of caregivers just take the stairs even when both elevators are working. It's faster than waiting for these elevators even when both are running.  I could not see why these healthy young guys would take the elevator and make the people with wheelchairs and walkers wait who can not take the stairs.  It is like taking someones handicapped parking spot on the street.  I would think it would not be necessary to instruct these people to take the stairs in the emergency of one elevator.
