Rules are for the other guy. Most stores have handicapped parking with considerable space between the parking for cars that need lots of space between cars. To allow wheel chairs and other types of equipment. Usually it is not in use because most cars just need a place to park. However there are some people who think because they are not in use at this time that they might as well use the space themselves. Some have handicapped stickers and some do not,.
